A significant aspect of HIPA’s development is its ability to generate public interest and resources to produce quality policy studies and projects. Because the concept of a “think tank” is a relatively unexplored idea in Hawaii, HIPA’s challenge was to educate and persuade community leaders and funders of the merits of research and analysis as tools to better public decision-making. A significant amount of time was therefore spent in HIPA’s first year of development by simply explaining to leaders what the vision of HIPA is, and how it will benefit Hawaii.
