About the Institute

Hawaii Institute for Public Affairs is Hawaii’s first independent, nonpartisan organization devoted to fact-based research, issues education and community collaboration.

The institute’s goal is to improve the quality of life and business in Hawaii by improving public policy. By encouraging informed debate of the immediate and long-term issues facing Hawaii’s communities, the institute brings together scholars, policymakers and the community. This collaborative approach of all major stakeholders creates a forum in which new knowledge, new ideas and new opportunities are created to solve Hawaii’s most important issues.

HIPA's Mission

The Hawaii Institute for Public Affairs (“HIPA”) is a nonprofit, nonpartisan and independent research and educational organization whose mission is to provide research, analysis and recommendations on public policy issues facing Hawaii, and to provide opportunities for individuals to develop as productive leaders and citizens in society. We are a positive force that facilitates social and economic progress that benefits the people of Hawaii.

HIPA's Guiding Principles

Directing HIPA’s growth and development are a series of guiding principles:

  • People are our greatest and most valuable resource.  We teach skills, and give guidance in developing leaders that are visionary, courageous, effective, compassionate and inspirational.
  • We emphasize collaborative action and results in creating opportunities and solving problems.
  • Sound public policy is based on careful research and analysis.
  • We take no sides.  We are a place where public issues can be aired, addressed and resolved.
  • Social and economic progress requires the commitment and participation of all sectors of society.
